programme is the EU's tool for funding action to improve these
conditions and move us towards a more energy intelligent Europe.
The second Intelligent Energy – Europe programme
started in early 2007 as part of a broader EU programme called
Competitiveness and Innovation.

Euro-Mediterranean Information Society Programme
Euro- Mediterranean Information Society ( EUMEDIS) is the principal financial instrument of the European Union
for the implementation of the Euro-Mediterranean Partnership
activities. EUMEDIS was initiated in the Barcelona declaration in 1995.
It is a 31 billion euro program.
The support it provides for the Mediterranean countries, as a
central part of the EU’s role in the world, has three main objectives:
- strengthen political stability and democracy in a common area of peace and security
- create an area of shared prosperity and to support the creation of
a free trade-area between the EU and the Mediterranean Partners by 2010
- create closer ties between people of these countries through cultural, social and human partnership.

Europe in the classroom
The
Comenius programme focuses on the first phase of education, from
pre-school and primary to secondary schools. It is relevant for all
members of the education community: pupils, teachers, local
authorities, parents’ associations, non-government organisations,
teacher training institutes, universities and all other educational
staff.
Part of the Lifelong Learning Programme, Comenius seeks to develop
knowledge and understanding among young people and educational staff of
the diversity of European cultures , languages and values. It helps
young people acquire the basic life skills and competences necessary
for their personal development, for future employment and for active
citizenship.
The programme addresses issues strongly related to current discussions and developments in school policy. Priorities are set annually.
Objectives
Comenius has the following goals:
- To improve and increase the mobility of pupils and educational staff in different Member States
- To
enhance and increase partnerships between schools in different Member
States, with at least three million pupils taking part in joint
educational activities by 2010
- To encourage language learning, innovative ICT-based content, services and better teaching techniques and practices
- To enhance the quality and European dimension of teacher training
- To improve pedagogical approaches and school management

Participation Programme
The UNESCO Participation Programme
provides direct assistance to initiatives undertaken by Member States
in the Organization's fields of competence, in line with the priorities
that they themselves determine.
Assistance under the Participation Programme is provided to Member
States or Associate Member States upon requests submitted in principle
through National Commissions (requests from individuals cannot be
entertained). International NGOs may also benefit from assistance under
the Participation Programme.
Among other things, assistance under the Participation Programme
may comprise the provision of fellowships and study grants. Should the
Director-General approve the request, the UNESCO Fellowships Section
administers and manages it and ensures related follow-up action.
Queries about possibilities for applying for a fellowship under the Participation Programme should be addressed directly to the National Commission of the candidate's country.

The Commonwealth of Learning (COL) is an
intergovernmental organisation created by Commonwealth Heads of
Government to encourage the development and sharing of open
learning/distance education knowledge, resources and technologies. COL
is helping developing nations improve access to quality education and
training.
The Commonwealth
is a voluntary association of more than 50 independent sovereign
states, which provide support to each other, and work together toward
international goals. The Commonwealth is described as a "family" of
nations, originally linked together in the British Empire, and now
building on their common heritage in language, culture and education,
which enables them to work together in an atmosphere of greater trust
and understanding than generally prevails among nations.
Bringing
together some 1.7 billion people of many faiths, races, languages,
traditions and levels of economic development, the Commonwealth
represents almost one-third of the world's population.
