Today's educational system needs to respond to the effects of globalisation and the rise of the knowledge society, as well as the changes taking place in the labour-leisure relationship and demography. The demands for higher competitiveness and specialisation, the "massification" of Higher Education institutions and factors such as greater mobility, inevitably quicken the pace of current reforms.

In Malta, recent surveys highlight the lack of opportunities for lifelong learning targeting the workforce. In view of this, the Fondazzjoni Temi Zammit intends to accelerate the adoption of ICT-assisted learning and develop flexible learning environments. It has therefore started to produce professional educational resources which exploit the potential of new technologies and take account of the need for the individualisation of learning paths, accessibility and inclusion. It strives to capture and further build on its involvement in transnational projects through the creation of knowledge resources for lifelong learning, supporting human capital investments and addressing the clear need for open learning options expressed by the local community.
